Specifications include, but are not limited to: Supply and Delivery of Coal to the North Dakota State Hospital. Coal to be furnished under this solicitation shall be mined and processed coal for use in stoker-spreader type heating boilers. The coal, as delivered, shall be comparable in quality to that indicated in the laboratory analysis report quoted and furnished with the bid proposal. For the purpose of this contract, coal shall be classified as follows: a. Crushed/Screened Coal: shall be coal which has been crushed to a top size of not more than 1¾” and screened to reduce the ¼” fines to a maximum of 25%. b. Sodium, Sulfur, Mercury, and Ash Content: due to the design of the heating plant at NDSH, EPA requirements/stack emissions limitations, coal with a sodium content in excess of 2%, sulfur content in excess of 1.1% (3lb/million BTU), mercury content in excess of .07 and ash content of not less than 5% cannot be utilized. In view of this, only bids offering 2% or less sodium, 1.1% or less sulfur, .07 or less mercury (on average), and 5% or greater ash content will be considered for this location. Should the successful bidder fail to consistently deliver coal with the required sodium, sulfur, Mercury, and ash content the contract will be cancelled.
