Specifications include, but are not limited to: an evaluation contractor capable of conducting comprehensive evaluations of the Department’s statewide Tobacco Prevention and Control Program (TPCP). Evaluation of the TPCP includes evaluation of the TPCP and the projects and grants associated with the TPCP’s work. This includes community grant programs, smoke-free and youth-access policy work, NDQuits cessation programs, NDQuits Cessation Grant programs, Baby & Me – Tobacco Free cessation program and other cessation programs supported through the NDDoH. Evaluation will also include providing service evaluation (“Secret Shopper”) of NDQuits cessation programs. TPCP evaluation will focus on CDC Best Practices for Comprehensive Tobacco Control Programs: State and Community Interventions; Mass-Reach Health Communication Interventions; Cessation Interventions; Surveillance and Evaluation; and Infrastructure, Administration, and Management. In addition to the Department’s TPCP and programs, the successful offeror will develop and implement the evaluation plan for the statewide tobacco prevention plan. Evaluation of the NDDoH TPCP must include a summary of the program and activities that addresses the effectiveness of the program and any recommendations for improvement of the plan.
