Specifications include, but are not limited to: INTRODUCTION AND PURPOSE OF SOLICITATION The Health and Human Services Commission (HHSC) Enterprise Contract and Procurement Services (ECPS) are establishing one or more Enterprise blanket contract(s) for the procurement of HVAC control system service plan. The contract(s) issued as a result of this solicitation may be utilized by one or all of the Texas Health and Human Services (HHS) agencies listed below: Health and Human Services Commission (HHSC) Department of Family and Protective Services (DFPS) Department of State Health Services (DSHS) Department of Assistive and Rehabilitative Services (DARS) Department of Aging and Disability Services (DADS) HHSC/ECPS will issue an individual purchase orders, contracts, or releases for each HHS agency, region, city, or location requiring goods/services under the contract(s). Each order will include the delivery/service location and bill to address for the HHS agency requesting goods/services. . SCOPE OF WORK (SOW) TO BE PERFORMED 11.1. Procurement of HVAC control system service plan. The contractor shall furnish all labor, tools, transportation, equipment, materials, and supplies, as necessary. Awarded contractor shall be responsible for supervision, clean up and disposal, and must have all applicable permits, licenses, and insurance coverage. 11.2 Service Requirements 11.2.1 Planned Continuous Maintenance (Monthly) 11.2.1.1 Contractor will check on critical pieces of equipment in the building management systems (BMS) devices, controllers, and network elements as indicated in Attachment A. 11.2.1.2 Contractor must provide necessary testing and calibration, identifying defects and potential problem areas. 11.2.1.3 Contractor must provide a planned maintenance finding report. 11.2.2 Workstation 6HHS Enterprise Contract and Procurement Services ECPS-1 37 Solicitation Number 53700-2-0000092414 11.2.2.3 Review computer system alarm messages and transactions for off-normal point data an equipment deficiency. Report shall be provided with recommendation of repairs and /or updates. 11.2.3 Network Equipment and Field Controllers (Semi-Annual) 11.2.3.1 Maintenance performed on network interfaces, routers and field controllers. Depending on device needs, checking the battery backup circuit, scan times, and verifying control loops for proper operation. 11.2.4 Critical Equipment Preventative Maintenance (Quarterly) 11.2.4.1 Perform maintenance on field devices connected to field controllers on user defined critical equipment services. Includes calibrating field devices inputs and outputs and adjusting offsets in field controllers as needed. 11.2.5 Database Protection (Quarterly) 11.2.5.1 Prepare the system to be restored in the event of damage or the information contained in it. Upon completion of the backup, TSH will receive a copy of the backup. 11.2.5.2 Include backup routines performed on the entire BMS system, including the front end workstation and/or servers, as well as the entire network of field-mounted controllers. 11.2.6 System Updates (Semi-Annual) 11.2.6.1 Provide updates of the latest software service packs and documentation. 11.2.6.2 This includes on site training to familiarize TSH with new features as they are added to the system. 11.2.7 Parts and Components Replacement 11.2.7.1 Repair or replace worn parts or complete components with new parts or reconditioned components. 11.2.7.2 Before any parts are replaced the contractor must notify TSH and receive approval from the designated representative.
