Specifications include, but are not limited to: A. In the investigation to find viable alternative routes to the US Highway 83 portion north of I-94 and surrounded by the metropolitan commercial area of Bismarck, the following items should be considered: length of roadway, safety, cursory environmental impacts appropriate for a planning study, effectiveness of traffic attraction, cost, directness of route with minimal roadway curvature, access management and control, social effects on businesses and residences near proposed routes, noise effects on businesses and residences near proposed routes, and terrain conditions (including archeological, wetlands and flood zones). B.The study should address anticipated impacts and consequences of the US Highway 83 realignment on Bismarck and Burleigh County with respect to safety, congestion, commerce, maintenance, etc. on both any new US Highway 83 as well as the existing segment, that would no longer be US Highway 83 (State Street). Additionally, analysis on the impacts on State Street, if the US Highway 83 designation is moved to another route, should address the following questions: What types of traffic impacts will result? Will State Street be able to accommodate traffic through a twenty year planning horizon? What improvements would be needed if it cannot? C.Also included in the study will be an analysis of a possible recommended ND Highway 1804 designation change, resulting from the alternatives. The analysis should address the advantages and disadvantages of keeping the ND Highway 1804 designation with State Street or having it follow the new US Highway 83 designation with respect to: public impact and perception of change, maintenance and control responsibility of State Street dependent on a ND Highway 1804 designation, and appropriate timing for the designation change, if the ultimate decision is to change the designation.
