Specifications include, but are not limited to: DVHA is requesting the services of a Contractor to work with the State to develop a plan for evaluating specific aspects of the Vermont Health Connect (VHC) customer experience from the 2016-2017 Medicaid renewal and 2017 QHP open enrollment period through present day, including the application process, plan selection, enrollment, and subsequent interactions. The Contractor will work with the State to adapt research questions from the 2015 survey and recommend methods under an agreed upon budget and timeline for execution. The Contractor will field the survey and conduct an analysis of the findings, which will include recommendations for tangible mechanisms for improving the VHC customer service and enrollment experience. The goal is for the State to begin learning from initial research findings as soon as July 2017.
