Specifications include, but are not limited to: Providing Consulting and Advisory Services for the City of Dover General Employee’s Trust, Police Pension Trust and the Other Post Employment Benefits Trust Assets. 1. Assistance in the review/revision of the TRUSTS' Investment Policy; 2. Ongoing asset allocation recommendations; 3. Identification and recommendation of asset managers with appropriate justification for selection; 4. Regular evaluation of selected asset managers using accepted performance measurement standards; 5. Regular and ongoing consultation and advisory services; 6. Advise the CITY concerning Federal, State or other regulatory compliance issues; 7. Keep the CITY abreast of asset management trends and options; and 8. Maintain an active role in assuring that the TRUSTS’ assets are managed efficiently and in compliance with the investment policy. 9. At minimum, attendance at quarterly Committee Board meetings to present and review the investment portfolio performance and discuss applicable benchmarks.
