Specifications include, but are not limited to: • The Contractor will review program implementation and impact information provided by the 21st Century After School Program sites through program files, written and electronic data including input from STATE staff. • The Contractor will develop a program report for activities occurring through the Contract period. The report must indicate if the programs have achieved the goals identified in their original application for funds, including a description of activities provided, demographic data, impact of programs, barriers to effectiveness, and recommendations for program improvement. • Review the current state-level evaluation plan to measure the impact of the 21st Century Community Learning Center (CCLC); Century Community Learning Center update and provide a revised state-level plan for on-going evaluation to measure the impact of future 21st CCLC program activities. • Develop a process for sharing 21st CCLC program information learned with federal and state agencies and local programs. • Evaluate and report the impact of the 21st CCLC funded North Dakota programs by reviewing existing programs, process and impact data gathered via program files, written and electronic data and input from STATE staff. • Design surveys and other instrument to gather data from staff, parents, partnerships, and students. • Partner with STATE staff to develop and provide a minimum of two days of training on evaluation best practices for the 21st CCLC. • Facilitate a minimum of two (2) meetings this contract year in partnership with STATE staff; summarize recommendations from the group and submit the information to the STATE; and propose additional tasks or activities that will substantially improve the results of the 21st CCLC program.
