Specifications include, but are not limited to: The conduction of two surveys to be completed by qualified survey research contractors on the telecommunications needs of Vermont residents and businesses. One survey will be administered to Vermont business customers and the other survey will measure Vermont residential customers. The residential survey must include a sampling of cell phone users that is statistically representative of the state of Vermont. Contractors are invited to bid on either one or both surveys. If a company is to bid on both, please provide a price for conducting both surveys and also indicate if the company would be willing to complete either survey independent of the other. If so willing, please provide the price for each survey assuming it is the only survey the company will do. The Department may choose to award both surveys to the same contractor or award each of the surveys to a different contractor.
