Specifications include, but are not limited to: The North Dakota Public Service Commission, Public Utilities Division, is soliciting proposals fora thorough analysis of NSP’sresource treatment framework application. The selected offeror will be required to evaluate each of the proposals offered by the Company, determine which proposal best meets the needs of North Dakota customers or propose an alternative proposal, provide written testimony and present effective oral testimony at the commission’s technical hearing and assist in the preparation of pre- and post-hearing documents or possibly documents for purposes of moving to dismiss the application. The Company has filed the same application in the state of Minnesota so, it may also be appropriate to monitor the Minnesota process
