Specifications include, but are not limited to: Delaware Health and Social Services owns and maintains the entire 12 kV distribution system on the Herman Holloway, Sr. Campus from the point of connection on Route 13, into the main Power House, and then underground to all buildings on campus. The facility receives two (2) 12kV Circuits from Delmarva Power where they terminate in the Powerhouse. In the Powerhouse, 12kV services are distributed through four (4) Vacuum Interrupter switches designated as Circuits #1- #4. Circuits #1 & #4 are dual radial circuits feeding the “North Loop”. Circuits #2 & #3 are dual radial circuits feeding the “South Loop”. The Loop designations were from the original configuration of the distribution system. The 12kV primary distribution system consists of approximately 64,000 linear feet of underground cable through approximately 10,650 linear feet of underground ductbank that ranges from 28 to 40 years of age and is operating at or beyond the end of its rated service life. Due to age, all cable must be replaced. There are eighteen (18) buildings that are fed by the campus distribution system. Of these, there are twenty-three (23) substations or transformers that deliver service to these buildings. Thirteen (13) of the 23 substations range from 40 to 50+ years in age and are in very poor condition. This project includes primary (12kV) and secondary (208VAC & 480VAC) improvements to the existing campus electrical distribution system on the entire South Loop and a portion of the campus on the North Loop.
