Specifications include, but are not limited to:The North Dakota Department of Public Instruction, office of Academic Support , is soliciting proposals for a qualified grant writer to develop a one-year federal new Preschool Development Grant (PDG)-Initial Grants. The Contractor will follow all federal guidelines and requirements for the grant. The new Preschool Development Grant (PDG)-Initial Grants will assist the STATE to expand access to and improve the coordination and quality of early childhood education programs for children from birth to age five. This program, to be jointly administered by the Departments of Education and Health and Human Services (HHS), builds on the original Preschool Development Grants program authorized in fiscal year 2014, which currently funds 18 states developing and expanding high quality preschool programs in more than 200 high-need communities. Because the federal agency hasn’t released the grant application as of the date of this RFP posting, there may be a narrow window of time between the release of information for the grant application and the due date for submission of proposals. The Contractor must: Be able to guarantee completion of the grant proposal by the deadline set by the STATE and in advance of the new Preschool Development Grant (PDG) – Initial Grants due date; Must complete the draft of the PDG – Initial Grant application by the deadline set by the STATE; Have knowledge and experience of USDOE grants and programs; Work closely with the STATE program manager regarding components to include in the application; and Provide recommendations regarding various aspects of the PDG - Initial Grants program.
