Specifications include, but are not limited to: The Department of Health (DoH), is in need of a user-friendly interactive public health data query system to meet the needs of the general public, public health partners, and the staff of the department. The department identified a product, Indicator-Based Information System (IBIS), which meets DoH requirements. IBIS is a set of open source software that provides web-based real-time querying using Statistical Analysis System (SAS) datasets, the centralized management of indicator profiles, as well as other content, such as health topics. The system, designed by Software Technology Group, was designed using currently-accepted modern system architectures for complex software systems (loosely-coupled components and data-driven processes) and is based on open standards using open source packages and tools where applicable. The software was written in Java, with most of the content stored in Extensible Markup Language (XML). The content is displayed with Extensible Stylesheet Language Transformations (XSLT) and Cascading Style Sheets (CSS) and SAS datasets are queried using an apache web server using Common Gateway Interface (CGI) technology. IBIS is available for use by all states at no charge. Initially, the DoH will migrate their strategic plan health measures, Behavioral Risk Factor Surveillance System (BRFSS) reporting measures, as well as Vital Records reporting into an IBIS architecture. The DoH is in need of support, software development and content development for this transition to a web-based data query, mapping and reporting system.
