The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 17, is issuing a solicitation for the procurement of a commercial, fully automated, random access multiplex immunoassay analyzer system for the Central Texas Veterans Health Care System (CTVHCS), Temple, Texas. This acquisition is being conducted on an unrestricted basis using the revised FAR commercial products and commercial services procedures (FAR Part 12 as updated by the FAR Revolutionary Overhaul) and will result in a single firm fixed price contract. The requirement is to replace an existing end of life immunoassay analyzer supporting the Pathology & Laboratory Medicine Service. The new system shall be a commercial, fully automated, random access multiplex immunoassay analyzer capable of performing autoimmune, infectious disease, and specialty immunoassay testing on a consolidated platform. At a minimum, the system shall: (1) provide programmable STAT/priority testing; (2) accept CLSI standard specimen tubes; (3) operate on standard 110 volt power; (4) include an appropriate uninterruptible power supply (UPS); (5) provide integrated quality control capabilities; and (6) include delivery, installation, initial operational verification, and removal of the existing analyzer at CTVHCS Temple. The Government anticipates using a Lowest Price Technically Acceptable (LPTA) best value approach under FAR Part 12 and the updated FAR Part 15. Technical acceptability will be evaluated on a pass/fail basis against clearly defined minimum requirements set forth in the solicitation; among offers determined technically acceptable, award is expected to be made to the responsible offeror with the lowest total evaluated price, subject to a determination of price reasonableness.
