We are seeking information for market research purposes only. The Government will not pay for any information solicited. The Department of Veterans Affairs, Network Contracting Office 6 (NCO 6) is conducting market research to identify potential sources for Architect-Engineer services to complete the scope of work below for Chilled Water Multiple 3-way Valve Replacement (Project #659-26-600) located at the W.G. (Bill) Hefner Salisbury VA Medical Center in Salisbury, North Carolina. The proposed NAICS 541330 Engineering Services is applicable to this acquisition; with a size standard of $25.5 Million. The proposed PSC code is C223 Architect and Engineering General- Mechanical Systems. The anticipated Magnitude of Construction is between $1,000,000 and $2,000,000. The anticipated Period of Performance for design is 180 calendar days from the Notice to Proceed with an estimated total contract period of 725 days. Scope of Work The Architect/Engineer (A/E) shall provide design services necessary to furnish: Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, As- Built Documentation, and all other related information for Project 659-26-600 Chilled Water Multiple 3-way Valve Replacement. The project replaces the remaining chilled water 3-way valves to 2-way valves at the buildings across the campus and provides DDC controls per each building s controller. An extensive survey will be needed to list what needs to be fixed/corrected to meet current code and Veterans Affairs hospital requirements, as well as to ensure the system functions efficiently. All design will be done according to VA Specifications, Design Guides, Infection Control Guidelines and all applicable codes. The design will be structured to require minimum interruption of space function during construction. All work shall meet National Fire Protection Association (NFPA) / Life Safety Code and comply with all applicable building codes. The work will also comply with all Energy Standards as noted at the end of this document and attached summary PDF VISN6 Energy and Water Requirements for Projects . This will include all Architectural, Structural, Electrical and Mechanical engineering associated with this project. Small Business Requirements For market research purposes, all responses to this notice will be reviewed, regardless of small business/socioeconomic category, including those firms that are identified as large businesses. Review of responses to this notice will support later determination of acquisition strategy and set aside requirements if a solicitation becomes available. Pursuant to 38 U.S.C. 8127(d), acquisitions will be set-aside for SDVOSBs or VOSBs, registered in the SBA VetCert database, whenever there is a reasonable expectation of receiving two or more offers/quotes from eligible, capable and verified firms, and that an award can be made at a fair and reasonable price that offers best value to the Government. However, if responses from qualified firms prove inadequate, an alternate set-aside or full and open competition may be considered.
