Please confirm whether a subcontracting plan is required when the Prime Contractor is classified as a large business but performs 100% of the work. Yes, a subcontracting plan is a good faith effort to utilize small businesses to perform work in accordance with FAR 52.219-9 (https://www.acquisition.gov/far/subpart-52.2#FAR_52_219_9) This plan is required for all LARGE BUSINESSES who wish to provide a quote for services. If you are unsure if your firm is considered a large business or not for the applicable NAICS code, please validate the following: Log into SAM.gov Proceed to the Entity Registration box to the left of the screen. Click on Reps and Certs (FAR/DFARS) Scroll down until you see the following and click on FAR 52.219-1 Scroll down to (c) Representations If you don t see the NAICS code for the requirement listed, click on view more (purple) and enter the NAICS code into the appropriate field. In the particular case above the vendor is not considered a small business for NAICS 812331 as designated by the N in the (red) circle. If you are considered a small business you will have a Y under small business for that particular NAICS code.
