The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. The Department of Veteran Affairs, Phoenix VA Health Care System located at 650 East Indian School Road Phoenix, AZ 85012-1839 has a requirement for development of a Capital Assets and Facilities Management (CAFM) a system that is equal to or comparable to ArcGIS Pro® Platform as a Service (PaaS) and Capital Asset Inventory (CAI) real property database update for Phoenix Veterans Affairs Healthcare System (PVAHCS). Per the United States Department of Veterans Affairs (VA) Building Information Modeling (BIM) guideline (VA BIM Standard V2.2, August 1, 2017), the VA is committed to utilizing BIM tools, 3- dimensional (3D) Models, 2-dimensional (2D) drawings, data, and other uses to support the delivery and management of world-class healthcare for our nation s Veterans. The goal of VA s use of BIM is to deliver higher value in quality, timeliness, cost, and to maximize building performance during operations. VA recognizes BIM is not a specific software platform but rather an innovative process that encompasses the use of various software and techniques. ArcGIS Pro is a mapping application that allows users to explore, visualize, and analyze data. It also allows users to create 2D and 3D maps and share their work. PVAHCS relies on AutoCAD systems to create, maintain, access, and use architectural and life safety drawings of its buildings. A database shows the assignment of rooms to service lines. Individual personal computers with AutoCAD licenses do not enable a central common mechanism for access and collaboration among the engineers, space planners, and architects who require the same set of drawings and data to perform their daily tasks. VA desires to increase productivity of its engineers, space planners and architects in the performance of their tasks including maintenance, constructions projects, and Capital Asset Inventory (CAI) reporting to enable real-time collaboration. In addition, there is the need to reduce time to perform compliance reporting and make healthcare system-wide capital asset data and related information accessible in real-time using mobile technologies as well as desk-top computing to improve communications, decision making, and support overall management process for the facilities maintenance operations.
