This requirement is for the Contractor to provide all necessary labor, services, supplies, materials, equipment power, accessories, personnel, and other things as necessary, except otherwise specified to perform dockside repairs to the USCGC WAESCHE (WMSL-751), a 418-foot National Security Cutter in accordance with the solicitation, schedule, and specifications.

Amendment 0001: the following questions were received in response to this solicitation. A revised Specification file is added to the files. The three (3) questions and responses received are:
Item 18, Table 1 has both “Storage – General” and “Dry Stores” selected for KTR to provide. Does USG intend for KTR to provide a storage facility for each of these Table 1-line items, or only one storage facility that satisfies SFLC Std Spec 8635 para 3.3.14.5 and Table 7 (Dry Stores)? KTR may use one facility that satisfies those requirements for Storage – General and Dry Stores in 8635 para 3.3.14.5 Table 7.
D-008: Specification references chemical SDS’s in 3.3 but does not require chemical cleaning. Historically due to system design, mechanically cleaning is not sufficient to clean this system. Is mechanically cleaning an option or will chemical cleaning be required (KTR recommends)? The intent is to require chemical cleaning. We worded the spec that way because we couldn’t require a specific product, but rather a type/quality of product, hence “Rydlyme or equivalent.” It was an oversight to not specify it must be chemical cleaning.
D-018: Should contractor plan to have temp services only for the duration of sewage pipe cleaning in D-008 or for complete duration of project due to unknown amount of affected piping repairs in para 3.7.2? KTR shall provide temp services for the time required to perform the following:
- Full sewage pipe cleaning
- Renewal of 14 known pipe sections in Table 1 (37 ft)
CG acknowledges the unknown time required to repair the additional 50 feet of piping referenced in para 3.7.2, due to factors such as location, interferences, etc. KTR proposals shall include the cost of piping and fittings. Additional labor and time required for temp services may be subject to a CR following inspections IAW para 3.6 and 3.6.1, if additional repairs cannot be completed during the duration of repairs IAW base SOW.
Amendment 0002 extends the close of this solicitation out to Friday 1/30/2026 at 10:00 PST.
