1/26/2026 - UPDATED SOLICITATION AMENDMENT (0002)
*Please see attached Solicitation Amendment 0002.
The purpose of this amendment is to:
1. Add DFARS 252.204-7021 Contractor Compliance with the Cybersecurity Maturity Model Certification Level Requirements,
2. Add DFARS 252.204-7025 Notice of Cybersecurity Maturity Model Certification Level Requirements,
3. Add line item #4 to the Addendum to FAR 52.212-1, and
4. Extend the solicitation due date to 1200 HST, 30 Jan 2026.
All other terms and conditions remain unchanged.
Offerors must possess a valid CMMC Level 1 (Self‑Assessment) certification at the time of offer submission. The Government will verify certification status at submission. Offerors without a valid CMMC Level 1 (Self‑Assessment) certification at the time of submission will be ineligible for award and their offers will not be evaluated.

Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) is a US Navy regional industrial center that maintains, overhauls and repairs various vessels of the US Navy. Its industrial operations provide the US naval forces with a wide range of services and resources located on the island of Oahu, Hawaii, with direct and indirect support to submarines, surface vessels and shore based activities in the Pacific.

Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&IMF) releases a request for quote (RFQ) for a Firm Fixed Price contract for services to disassemble, remove, package and relocate one horizontal boring mill. The schedule of the dismantling and removal of the horizontal boring mill shall be determined by government representative and coordinated with the contractor. Additional details and specifications can be found in the attached Performance Work Statement (PWS).
The tentative period of performance for this service is 03/30/2026 - 7/31/2026 *updated.
The location of the performance is Joint Base Pearl Harbor Hickam, Hawai'i. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 238910 Other Building Equipment Contractors; the size standard for this NAICS is $19 million. Product Service Code is P500 - Salvage - Demolition of Structures/Facilities (Other Than Buildings). All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov) by the award date. The solicitation document and incorporated provisions and clauses will be those in effect through Federal Acquisition Circular (FAC) 2025-06, DFARS 11/10/2025, and NMCARS 18-22.

Please note the following:
- The solicitation number for this requirement is N32253-26-Q-0017.
- Quote due date is extended. Quotes are now due no later than Friday, 01/30/2026 at 12:00pm HST.
- Quotes must be sent via email to both the primary and secondary points of contact.
- The Government may revise the solicitation at any time by means of an Amendment. It is an offeror's responsibility to ensure it is accessing the Government Point of Entry (GPE) website, https://sam.gov/, to view potential amendments and procurement notifications for this solicitation.
- Contract award will be in accordance with FAR 52.212-2 as stated in the solicitation.

The Government anticipates conducting a site visit on January 8, 2026. Interested vendors shall submit the name(s) and email address(es) of all intended attendees to the Contracting Office - jodie.l.tramuto.civ@us.navy.mil and lyndon.g.paloma.civ@us.navy.mil, by 3:00pm on January 5, 2026. Upon receipt, the Government will provide final site visit details, including confirmation of the date and time. Attendance is voluntary and is at the vendor's own expense.
