SOURCES SOUGHT NOTICE
Asphalt Mill and Replace Services, U.S. Army Corps of Engineers, Savannah District
Introduction
This is a Sources Sought Notice issued in accordance with FAR Part 10. The purpose of this notice is to conduct market research to identify potential sources and industry capabilities that will inform the development of the forthcoming solicitation.
This notice does not constitute a solicitation, request for proposal, or commitment by the Government. No contract will be awarded from this announcement. Responses are not offers and will not be accepted by the Government to form a binding contract. Respondents are responsible for all costs incurred in responding to this notice.
Requirement Overview
The U.S. Army Corps of Engineers (USACE), Savannah District, anticipates issuing a solicitation for the following service at Strom Thurmond Dam and Lake.
- Mobilization and Demobilization
- Milling and Replacement of Asphalt Pavement
- Traffic Control, Safety Compliance, and Environmental Protection
Period of Performance: The anticipated Period of Performance (POP) will begin upon issuance of contract or notice to proceed.
Scope of Work
Asphalt Milling & Replacement
- Total Area: Approximately 36,410 square yards across four project sites:
- Lake Springs Day Use Area – 12,086 SY
- Modoc Campground – 9,262 SY
- Ridge Road Campground – 13,329 SY
- Petersburg Campground – 1,733 SY
- Specifications:
- Georgia sites: 2” of 9.5mm GA DOT hot surface mix asphalt
- South Carolina sites: 2” of 9.5mm SC DOT Surface C asphalt
- Service Delivery
- Contractor shall provide crews and equipment to perform milling and asphalt replacement operations in accordance with DOT specifications for Georgia and South Carolina.
- Contractor shall haul away milled material and restripe designated areas.
- Contractor shall deliver campsite and impact site rock as specified in the forthcoming Performance Work Statement (PWS).

- Restripe boat ramp patched area at Ridge Road Campground
Material Classification
- Georgia: 2” of 9.5mm GA DOT hot surface mix asphalt
- South Carolina: 2” of 9.5mm SC DOT Surface C asphalt
The attached Performance Work Statement (PWS) is provided in DRAFT form solely to support this Sources Sought Notice and to facilitate industry review, comment, and feedback. It is issued for market research purposes only and does not constitute a solicitation or request for proposal. The draft PWS is intended to convey the general scope and magnitude of a potential contract opportunity and is subject to change based on Government requirements and industry input.
The Government welcomes and encourages comments, recommendations, and feedback from interested parties regarding the clarity, feasibility, performance standards, and overall structure of the attached draft PWS. All comments and feedback must be submitted to the Contracting Officer and Contract Specialist no later than January 8, 2026, at 5:00 PM Eastern Standard Time.
Responses to this draft PWS will be used solely for planning and market research purposes. The Government will not reimburse any costs incurred in responding to this notice. Submission of feedback does not obligate the Government to award a contract or proceed with a solicitation.
Submission Requirements
Interested firms are invited to submit a capability statement addressing the following:
- Company name, address, and point of contact information
- Business size (Small Business, 8(a), HUBZone, SDVOSB, WOSB, Large Business)
- Relevant experience providing performance-based services for asphalt milling/replacement and supply/delivery of rock for federal, state, or local projects
- Equipment and resources available to perform the services
- Bonding capacity
- Industry feedback on the anticipated Period of Performance (POP): Based on your experience with similar service contracts, please provide input for a proposed POP is reasonable, and if not, recommend an alternative duration with supporting rationale.
- Any additional information demonstrating capability to meet the requirements
