1. PURPOSE
The Albuquerque Area Indian Health Service (AAIHS), Santa Fe Indian Health Center (SFIHC) has a requirement to remove and replace all existing drinking fountains throughout the Santa Fe Indian Health Center with new Brand Name Elkay ezH2O Enhanced refrigerated, filtered, stainless steel bottle-filling stations. One bi-level ADA model (LZSTL8WSVRSK) will be installed at the main hospital clinic entrance. Twelve single ADA models (LZS8WSVRSK) will be installed in the other designated campus locations identified in the attached floor plan. The contractor shall also furnish three years’ worth of OEM replacement filters for all units (WaterSentry 6000 gal Model 51600C and WaterSentry 3000 gal Model 51300C, as appropriate for each model) for preventive maintenance stock., Santa Fe, New Mexico.
2. APPLICABLE STANDARDS
All work shall comply with the following standards:
- NFPA 70 (National Electrical Code)
- Uniform Plumbing Code (UPC)
- ADA and ICC A117.1 Accessibility Standards
- ASHRAE 18 for cooler capacity performance
- IHS Safety and Infection Control Policy for construction activities
- Manufacturer installation instructions and warranty requirements per Elkay specifications
3. PRODUCTS AND MATERIALS

3.3 Filtration System
Filter Model 51600C (WaterSentry 6000 Gal High-Capacity)
- Used in all single-unit installations (LZS8WSVRSK).
- NSF/ANSI 42, 53, 372, and 401 certified for reduction of lead, microplastics, Class 1 particulates, cysts, and chlorine taste/odor.
- Rated for 6,000 gallons or 12 months of service life.
- High-capacity filter minimizes maintenance and replacement frequency in high-traffic areas.
Filter Model 51300C (WaterSentry 3000 Gal Standard-Capacity)
- Used in the bi-level unit installation (LZSTL8WSVRSK).
- NSF/ANSI 42, 53, 372, and 401 certified for the same contaminant reduction performance as the 51600C.
- Rated for 3,000 gallons or 12 months of service life.
- OEM filter supplied with each bi-level unit and compatible with the Elkay ezH2O Versatile Bi-Level ADA Cooler configuration.
Updated Stocking Requirement: In addition to installing filters upon installation, the contractor shall furnish an additional three (3) years’ worth of OEM replacement filters for all installed units—providing the appropriate number of Model 51600C filters for the twelve (12) single-station units and Model 51300C filters for the one (1) bi-level unit—to support preventive maintenance changeouts and facility stock.
4. WORK REQUIREMENTS
4.1 Pre-Installation:
Coordinate with IHS Facilities Maintenance and OEHE staff to confirm all fountain locations on-site.
- Verify electrical and plumbing connections are available and meet manufacturer requirements.
- Submit product data sheets and installation shop drawings for approval before procurement.
4.2 Removal and Disposal: - Disconnect and remove all existing drinking fountains and mounting hardware.
- Cap plumbing and electrical as needed during installation phasing.
- Dispose of all removed fixtures off-site in accordance with local and federal waste management regulations.
- Ensure no disruption to clinical operations and maintain infection control barriers as required by PCRA protocols.
4.3 Installation: - Install new Elkay units per manufacturer’s specifications.
- Verify proper alignment, secure wall mounting, and GFCI-protected electrical connection.
- Test for leaks, drainage function, and cooling performance.
- Program each unit’s LED filter monitor and Green Ticker™ display.
- Provide cleaning and surface sanitization after installation.
Contractor will provide all equipment, tools, and labor to accomplish duties for this project.
4.4 Warranty and Documentation:
- Provide manufacturer’s warranty documentation (5 years on refrigeration system, 1 year on electrical and water systems).
- Deliver as-built installation records showing unit locations and serial numbers.
- Supply filter inventory list with changeout schedule for three years.
5. DELIVERABLES
- 1 bi-level filtered stainless unit installed (Main Hospital Entrance)
- 12 single filtered stainless units installed (various buildings per floor plan)
- 36 replacement filters (51600C and 51300C) provided for preventive maintenance stock
- Removal and off-site disposal of 13 existing fountains
- Operation and maintenance manuals and training for Facilities staff.
6. QUALITY ASSURANCE
All equipment shall be new and factory-tested. Installation work will be subject to inspection by IHS Facilities
Maintenance and OEHE representatives. Contractor must perform final commissioning to verify system
performance and sanitary operation.
7. SCHEDULE
Work shall be completed within 90 days of Notice to Proceed, including removal, installation, testing, and final
acceptance.
8. SAFETY AND INFECTION CONTROL
The contractor shall adhere to IHS PCRA and infection control protocols during all installation activities within clinical
areas. Dust barriers, negative air control, and noise management measures shall be implemented to protect patients
and staff.
HOURS OF OPERATION & PLACE OF DELIVERY:
Hours of operation will be M-F from 8:00 AM to 4:30 PM.

This is a request for information only, this is not a solicitation. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract.
