1. INTRODUCTION
Battelle Energy Alliance, LLC (BEA) Management & Operating Contractor of the U.S.
Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an
Expression of Interest (EOI) from qualified vendors for the removal and replacement of
used oil storage systems at CFA-696. This project is intended to enhance environmental
compliance, operational safety, and system reliability.
2. BACKGROUND
INL is a U.S. Department of Energy (DOE) national laboratory dedicated to nuclear
energy, national security, and clean energy innovation. The current underground used
oil storage system at CFA-696 is outdated and requires replacement.
Work summary will include:
• Removal of five (5) underground used oil storage tanks:
o One (1) 6,000-gallon tank
o Three (3) 2,500-gallon tanks
o One (1) 1,000-gallon tank
• Installation of one (1) new 4,000-gallon above-ground “used oil tank”
• Replacement of the existing gravity-fed collection basin with a new above-ground
basin and pump system to transfer used oil to the new tank
3. PROCESS
This EOI is the first step in identifying interested and qualified vendors. Responses may
be used to inform the development of a formal solicitation list. Selected vendors may be
invited, but not guaranteed, to participate in a Request for Proposal (RFP) process for
award consideration.
4. SUBMITTAL REQUIREMENTS
Interested vendors should submit an Expression of Interest that includes the following:
• Company name and point of contact
• Description of relevant tank removal and installation capabilities
• NAICS codes and business size classification
• Any existing DOE or federal contracting experience (if applicable)
