Question: When attempting to access PIEE following the solicitation instructions, there is no indication of how to upload the proposal once the solicitation is accessed in PIEE. The link indicated in the solicitation for training https://pieetraining.eb.mil/wbt/sol/Posting Offer.pdf is not accessible and providing an error. Answer: In accordance with Section L, Part A, #4 of the Solicitation, it is the Offeror?s responsibility to follow the registration instructions found on the PIEE website. The Offeror shall register its company points of contact in PIEE based on its SAM UEID and ensure it assigns the correct roles well in advance of the solicitation closing date. Attachments A-C have been added below to provide additional detailed guidance and/or instructions needed to properly register, add the Proposal Manager role and submit a proposal. If a vendor is new to PIEE and has no PIEE account or account administrator, the ?Getting Started? link at the top of page 7 in Attachment A below provides the general steps on getting started as a vendor to use the PIEE Solicitation Module. If a vendor already has an Account Administrator but no PIEE account, follow the steps to self-register for a PIEE user account in Attachment A below. If a vendor already has an Account Administrator and a PIEE account, follow the steps to add additional roles (i.e. Proposal Manager) to your PIEE user account in Attachment A below.
