This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. proposals are being solicited, and a written solicitation will not be issued. Solicitation number W912L7-26-Q-0504 is hereby issued as a Request for Quote within the MEMPHIS, TN area. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06, effective 01 OCT 2025. This requirement is being advertised as UNRESTRICTED; the North American Industry Classification System (NAICS) Code(s) are 812320 721110 Drycleaning and Laundry Services (except Coin-Operated), with a Size Standard of $8M. 52.212-2 EVALUATION – COMMERCIAL ITEMS
The Government will award a contract resulting from this solicitation to the offer responsible, whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
- Technical,
- Laundry Service must be in the Memphis, TN area.
- Minimum of 80 bags per week, count could go up to 160 bags per week. Daily Counts could change at ANYTIME.
- Price per bag will be “inclusive” of all charges.
- Price the “Per Bag” with the GOVT purchasing the bags and scales AND price per bag with the GOVT not purchasing the bags and scales.
- SAM Registered
- Pick-up and Drop-off will be at the 164th Airwing, 4593 Swinnea Road, Memphis TN 38118.
- Contractor forms returned (this will be filled out by the personnel that will be delivering the laundry)
Technical and past performance, when combined, are significantly more important than price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option (s). N/A
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

When awarding contracts, modifications to existing contracts including those exercising options, task orders, or delivery orders to obtain supplies and services necessary to carry out or support excepted activities in advance of the availability of fiscal year 2026 funds, use the following clause:
OBLIGATIONS IN ADVANCE OF FISCAL YEAR 2026 FUNDING (OCT 2025) (DEVIATION 2026-O0001)
The Department of Defense has the authority to enter into this contractual action and to obligate the Government in advance of appropriations; however, appropriated funds are not currently available to make payments under this contract to liquidate this obligation. When appropriated funds become available, the Government will make payment in accordance with the terms of this contract, including the payment of interest where applicable under the Prompt Payment Act. This clause supersedes conflicting terms of any other provision in this contract dealing with contract payment or financing until funds are made available to the Contracting Officer for this contractual action.
