This is a combined synopsis/solicitation for SALVAGE VEHICLES for EXPLOSIVES DEMONSTRATION
prepared in accordance with the format in Subpart 12.6 (c) (2) (i) and synopsis shall be IAW 5.207, as
supplemented with additional information included in this notice.
The solicitation 70LGLY25QGLB00100 is being issued as a request for quotation (RFQ).
This procurement is being issued as a 100% for Small Business set-aside. The associated North American
Industry Classification System (NAICS) code is 423990. The business size standard is $8 Million.
The solicitation is a request for SALVAGED VEHICLES for EXPLOSIVES DEMONSTRATION at Department
of Homeland Security, Federal Law Enforcement Training Center located in Glynco, GA. The period of
performance will be from October 1, 2025 to September 30, 2030 (base period plus option year periods).
Offers are due no later than September 27, 2025, by 1:00PM EST. All questions concerning this acquisition
must be emailed to jmaritza.l.jennings@fletc.dhs.gov no later than September 26, 2025 1:00 PM. Questions will
be answered via an amendment posted on https://beta.sam.gov/. Electronic quotes shall be submitted to
maritza.l.jennings@fletc,dhs.gov. In quotations, please include all required documents and any discount terms
or other pertinent information.
The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition proposals shall
include the following four (4) items: 1) A completed SF 1449 form, 2) FAR 52.222-50 Combating Trafficking in
Persons compliance statement, 3) Check Block for 3052.209-70 Prohibition on contracts with corporate
expatriates and 4) Acknowledgement of any Amendments.
BASIS FOR AWARD: The established BPA will provide for only firm-fixed priced orders awarded to the lowest
priced offeror. Intent is to award without discussion, but Government reserves right to conduct them if prudent.
The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual
representations and certification electronically via the System for Award Management (SAM) Web site
accessed through https://beta.sam.gov/.
The clauses in 52.212-4, Contract Terms and Conditions-Commercial Items, 52.212-5, Contract Terms and
Conditions Required To Implement Statutes or Executive Orders-Commercial Items and any additional contract
requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements)
determined by the contracting officer to be necessary for this acquisition and consistent with customary
commercial practices applies to this acquisition.
