The National Nuclear Security Administration (NNSA), requests an expression of interest from prospective entities (federal agencies, property owners, property managers, contractors, teams, consortiums, joint ventures, etc.) capable of leasing, LTOP, or purchasing space, and operating, building-out, managing, financing, permitting, planning, repairing, protecting, and maintaining active office within 45 miles of the Washington, District of Columbia. The space should be between 325,000 and 425,000 square feet and must be suitable for class A office space. The NNSA may be open to looking at spaces outside the distance requirement of 45 to about 60 miles if the space is substantially more cost effective. The NNSA is willing to consider options that would require a Co-op agreement with other federal entities. The NNSA is also willing to consider spaces that are broken up into multiple offices or spaces that meet the minimum 325,000 square foot requirement, considering other tradeoffs and best value.
The NNSA seeks to gather information on what steps to take next to fully analyze this type of opportunity, as well as to gather broad data and understanding of the questions and concerns of potential participants. The NNSA will consider other approaches to this business opportunity and respondents are encouraged to submit alternative business models to support the NNSA’s operations and mission. The NNSA will use information received from this Request for Information (RFI) to analyze potential spaces within the National Capital Region (NCR) and potentially issue a Request for Proposal (RFP).
