The Army Contracting Command – Redstone Arsenal is issuing this Sources Sought notice as a means of conducting market research to validate the acquisition strategy for continuation of specialized engineering, analysis, test and technical services (SEATTS) to support various U.S. Army and other DoD organizations that use products, technology, and services unique to Sikorsky, A Lockheed Martin Company and the H-60 product line not limited to all currently fielded variants of the H-60 Black Hawk or any system for which Sikorsky is the original equipment manufacturer (OEM) or prime system integrator. This action will be executed under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The contemplated modification will be awarded to Sikorsky Aircraft Corporation (SAC), 6900 Main Street, Stratford, CT 06614-1378; CAGE Code 78286; and will increase the current contract quantity, i.e. the contract ceiling, by approximately $1B to allow for uninterrupted, high-quality Specialized Engineering, Analysis, Test and Technical Support Services (SEATTS) to continue in support of the Utility Helicopters Project Office (UHPO) PEO Aviation; the Technology Development Directorate – Aviation, and their supported customers. These services are currently being performed under contract number W911W6-21-D-0001, which contains an ordering period which expires on 21 March 2026. The associated North American Industry Classification System (NAICS) code is 541715, with a size standard of 1500 employees.
This Sources Sought notice serves to notify companies of services required as required by DFARS PGI 206.302-1(d) and FAR 5.201. This notice is not a request for proposals but provided as a means to validate the intended strategy described above. This action will result in a modification to increase the existing contract ceiling and extend the ordering period –actions which are necessary to allow for continuity of critical contractor services.
