This is a combined synopsis/solicitation for the commercial purchase of 4 Utility Terrain Vehicles (UTVs) to support Conservation Law Enforcement Activities on Fort Carson. The UTVs are to be shipped to Fort Carson fully equipped and fully assembled with all law enforcement accessories and equipment meeting the salient characteristics stated in the CLIN of Solicitation W911RZ25QA028 and stated below. This combined synopsis/solicitation has been prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes as the only solicitation. Quotes shall reference solicitation number W911RZ-25-Q-A028. The Mission Installation Contracting Command (MICC) - Fort Carson intends to award a Firm-Fixed-Price Contract to a total small business set-aside for this acquisition. The North American Industrial Classification System (NAICS) code for this procurement is NAICS Code: 336999, All other Transportation Equipment Manufacturing. The size standard is 1,000 employees. The Non-Manufacturing Class Waiver associated with this NAICS can be found at Federal Register Notice 74 Fed. Reg. 18603. This is a total small business set-aside. The Product Service Code is 2305, Ground Effect Vehicles.
Description of Requirement:
Four (4) Utility Terrain Vehicles (UTVs) equivalent to or exceeding the Polaris Crew XP 1000 NorthStar Edition or newer. Each UTV shall be configured with a police emergency response package and meet the following minimum salient characteristics:
1. Crew cab design with seating for 3 to 6 personnel
2. Minimum payload capacity of 1,600 pounds
3. Minimum towing capacity of 2,500 pounds
4. 4-stroke gasoline engine, 1000cc, 82 horsepower (diesel not acceptable)
5. Low-voltage detection system to ensure restart capability
6. On-board battery charger plug system for emergency readiness
7. HVAC system (optional but preferred)
