The U.S. Army Contracting Command New Jersey, on behalf of U.S. Army Combat Capabilities Development Command - Armaments Center (DEVCOM-AC) is issuing this sources sought notice as a means of conducting market research to identify potential sources interested in providing commercial off-the-shelf (COTS) classroom and hands-on certification training on forklift operation and safety which will be held on-site with a live instructor. COTS means the provider must regularly deliver this training or a similar replication to what is provided to the general public and business community. The courses will be instructed to new and certified forklift operators about Occupational Safety and Health Administration (OSHA) standards on all functions of safe forklift operation resulting in certification and re-certification. Approximately 10-20 participants per class will need this certification training approximately 10 times per calendar year. This is not a request for the development of new training courses or adaptation, but an already existing course. Students in attendance will be from the U.S. Army Combat Capabilities Development Command Armaments Center (DEVCOM AC).
These courses shall meet the following technical performance requirements:
- Forklift training learning objectives shall include but may not be limited to the following:
- OSHA standard 29 CFR 1910.178
- Preventive maintenance check of the vehicle/equipment to be used
- 3-points of contact when mounting/dismounting the forklift
- All aspects of safe forklift operation (indoor, warehouse usage, outside range usage, fork placement while stopped/moving, obstructed view operations, backing up, picking up/putting down/transportation of items, use of a spotter)
- Use of seat belt/safety restraint
- Annual refresher/sustainment training to ensure/maintain operator proficiency
- Each course shall be taught up to ten (10) times annually. The total amount of classes shall not exceed 80 per year.
- The courses must be instructed by a live instructor with approximate start and end times of 8:30AM to 4:30PM in the Eastern Time Zone.
- The courses should provide participants with the ability to comprehend and utilize the information taught resulting in the ability to safely operate a forklift.
- DEVCOM-AC will provide a forklift to be used for hands-on training.
- Hands on training shall be interactive instruction with student capabilities closely observed and corrected as needed.
- The vendor shall provide the Technical Point of Contact (TPOC) with a proposed agenda for each course that incorporates the learning objectives as well as the instructor’s approach for the training.
- Upon successful completion of the course, the vendor shall provide each participant with a Certificate of Completion and as required, Forklift Certification. The vendor shall also provide attendance data to TPOC no later than 2 business days after the course has been completed.

The applicable NAICS Code for this requirement is 611430, Professional and Management Development Training with a Small Business Size Standard of $15 million. The Product Service Code (PSC) is R420, Support- Professional: Certifications and Accreditations (Other than Educ or Info Tech C&A). Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.
Submission Details:
Interested vendors are strongly encouraged to submit a capabilities statement with the following information:
- NAICS and Product Service Code (PSC).
- Organization name, address, primary points of contact and their email addresses, Web site address, telephone number, CAGE Code and DUNS number, and size of business (i.e. large, small, disadvantaged, veteran owned, woman owned, etc.)
- Overview of capabilities relevant to this RFI (e.g., product brochure, catalog pricing, Federal or DoD client success stories, etc.). If significant subcontracting or teaming is anticipated in order to deliver the training, please identify your major partners or suppliers.
- Whether your company will accept Government Purchase Card (GPC) as a form of payment and if there will be any GPC processing fee applied.
