THE PURPOSE OF THIS AMENDMENT IS TO ADD ANSWERS TO QUESTIONS RECEIVED IN RESPONSE TO THE REQUEST FOR PROPOSAL (RFP), REVISE THE LANGUAGE IN SECTION M OF THE SOLICITATION, AND EXTEND THE CLOSING OF DATE OF THE RFP.

The Army Contracting Command-Aberdeen Proving Ground (ACC-APG) is issuing a solicitation for the US Army Test and Evaluation Command (ATEC) Headquarters (HQ) for a single-award Firm Fixed Price (FFP) contract for 2 – months with no option years.
ATEC has a critical need for a customizable Leadership and Management Training Program to provide leaders and subordinates with dynamic skills to effectively manage in today’s rapidly changing environments. Tailored training for ATEC Supervisors is critical to developing effective leaders who can achieve seamless transitions across agencies all while strengthening career progression and robust forecasting for succession planning. The program’s outcomes are in accordance with the Performance Work Statement (PWS) section 3.0: Outcomes.
The Contractor shall provide all necessary services to design, develop, deliver, and evaluate a customized leadership and management program. The program shall address key leadership and management competencies to include but is not limited to curriculum development, training delivery (in-person and/or virtual), participant materials, program evaluation, and ongoing support to participants. Please refer to section 4.0 for the Scope of Work. In addition, the program shall be the duration of two (2) months and shall be delivered in 2 – phases in accordance with section 6.0: Curriculum of the PWS.
The requirement is set aside for Small Businesses under NAICS 611430: Professional and Management Development Training with a size standard of $15,000,000.00. Only Offerors registered in the System for Award Management (SAM) as Small Business under NAICS 611430 may submit a proposal.
Award will be made to the lowest priced responsible and responsive offeror; the offeror’s proposal must respond to all the requirements of the Request for Proposal (RFP). The online version of the Request for Proposal (RFP) includes all documents of the solicitation package. No hard copy of the solicitation will be issued. Proposals cannot exceed more than 12 pages. All proposals must be received via email by the Government POC named above before 10:00 am EST on 18 August 2025 in accordance with the RFP instructions.
