Title: Sources Sought Notice for 7 Interferometric Displacement Sensors
The purpose of this sources sought notice is to conduct market research and identify potential sources of commercial products/services that satisfy the Government’s anticipated needs.
BACKGROUND
The National Institute of Standards & Technology (NIST), Fundamental Electrical Metrology Group, requires the purchase of SEVEN (7x) 1-axis real-time fiber-optic-based interferometer systems. This laser interferometer will be used to build a compact (portable), primary standard instrument for realizing gram-level masses via a tabletop Kibble balance traceable to the quantum SI. The laser interferometer will be used to measure and control position changes in the self calibration and measurement modes of the Kibble balance. This interferometer is required to perform accurate relative distance measurements in air and such requires measuring local environmental parameters such as humidity, temperature and pressure to reduce air-induced variations of the index of refraction. Furthermore, it is required to be traceable to international length standards (NIST-traceable).
The laser system should be compact in size to be integrated into the instrument. Sensor heads must be interconnected via individual glass fibers and must be capable of working with reflective mirrors as the counter-surface. Three individual sensor heads are needed. The size of the sensor heads should not exceed 25 mm diameter. A high-speed interface for real-time data communication is required. Detailed performance specifications are given below.
System shall have one (1) position measurement axis channels.
System shall have one (1) individual compact sensor heads connected by fibers for 1 axis displacement measurements.
System shall have a function for the sensor head alignment with alignment laser beams for each axis.
System shall measure absolute displacement with relative accuracy of less than 1 ppm.
System shall support 1 picometer position resolution with a minimum of 47 bit digital readout at 10 MHz bandwidth.
System shall include environmental compensation to measure temperature, pressure and humidity and compensate position measurement from beam path refractive index changes.
Frequency stabilized laser shall be included in system. System requires laser frequency stability of less than 100 ppb over 1 hour.
Position measurement shall be traceable through laser frequency to an accepted international reference.
Laser system shall include visible alignment laser.
Maximum weight: 1 kg (or less)
System shall have real-time incremental quadrature position output, analog sin/cos output, and real-time high-speed digital absolute position output
Shall include web interface for sensor setup and diagnostics
NIST is seeking information from sources that may be capable of providing a solution that will achieve the objectives described above.

State whether the proposed equipment is manufactured in the United States and, if not, state the name of the country where the equipment is manufactured.

Indicate if your company performs the facility renovation services or typically subcontracts the work to another company. Indicate if your company would be interested in inspecting the intended installation site during the market research phase.

State published price, discount, or rebate arrangements for recommended equipment and/or provide link to access company’s published prices for equipment and services.

If the recommended equipment and related services are available for purchase on any existing Federal Supply Schedule contract(s) or other contracts against which NIST may be able to place orders, identify the contract number(s) and other relevant information.

Identify any customers in the public or private sectors to which you provided the recommended or similar equipment. Include customer(s) information: company name, phone number, point of contact, email address.

Provide any other information that you believe would be valuable for NIST to know as part of its market research for this requirement.

State if you require NIST to provide additional information to improve your understanding of the government’s requirement and/or would like to meet with NIST representatives to discuss the requirement and the capabilities of the identified equipment.
