The National Park Service (NPS) is conducting a market research sources sought survey to determine the interest and capability of contractors for a possible upcoming requirement for Lake Roosevelt National Recreation Area (LARO). All costs associated with providing information in response to this announcement shall be the responsibility of the firm.
The possible upcoming need:
LARO owns a 1984, 42-foot Munson Landing Craft essential to park operations involving waterborne maintenance, transport, and emergency response. The vessel is in need of extensive rehabilitation to restore full functionality and meet U.S. Coast Guard safety standards.
Objectives
To fully rehabilitate the 42 ft Munson Landing Craft, ensuring it is operational, compliant with maritime safety regulations, and ready for deployment on Lake Roosevelt. The project also includes transportation to and from a qualified marine facility, and training/documentation to support safe long-term operation.
Scope of Work
A. Transport of Munson Landing Craft
Load and secure the 42 ft Munson Landing Craft located at 1008 Crest Drive, Coulee Dam, WA.
Transport vessel to a contractor-selected controlled shop environment for evaluation and repair.
Mechanical and Propulsion System Evaluation & Repairs
Inspect and assess condition of Caterpillar 3208 Marine Diesel Engines, Arneson Drive propulsion systems and components, damaged propellers, diesel heaters, bilge and hydraulic systems, drive controls, seals/gaskets and electronics.
Replace engines with ¿like in kind¿ or similar engines that correctly couple with the existing Arneson Drive transmissions/gear ratios.
Procure and install necessary parts and components to restore full operational capacity.
Replace all compromised or damaged gaskets, seals, gauges, switches, lights and hardware that is found in engine compartment with new and improved materials.
Install antifreeze winterization valves to support cold-weather shutdown procedures.
Navigation and Pilot House Systems
Replace or refurbish gauges, meters, lights, switches, marine-grade insulation, and operator console components.
Install Garmin GPS with depth finder and U.S. waterway charts, fire extinguishers, and other USCG-approved safety gear.
Structural and Deck Work
Clean, prep, and repaint hull; replace grip tape on ladders; repaint pilot house floor; replace hatch seals; install LED lighting and searchlight; replace anodes; install new winch cable and deck job box.
Operational Documentation & Labeling
Develop SOP for startup, shutdown, winterization, and emergency operations.
Fabricate and install marine-rated placards for switches, valves, electronics, and emergency procedures.
Return Transport & Training
Transport the rehabilitated vessel back to Lake Roosevelt NRA.
Provide operational orientation and safety training for up to four NPS employees.
Additional Provisions for Clarity and Oversight
A milestone-based project timeline to guide schedule expectations and track progress.
Photo documentation of major repairs and upgrades to support visual confirmation and recordkeeping.
Warranty requirements for all installed equipment and 30-day post-delivery technical support availability.
An emergency contingency clause allowing mutual agreement on revised milestones in the event of delays (e.g., weather, access).
Provision of a laminated daily startup/shutdown checklist for vessel operators, based on the SOP.
Deliverables
Fully restored 42 ft Munson Landing Craft returned to Lake Roosevelt
Written SOP for startup, shutdown, winterization, and emergency operations
Complete set of placards installed and documented
Operator training for designated NPS staff
Summary of all new equipment and parts installed, including warranty information
Period of Performance
Contractor shall begin work within 15 days of award. Total project duration shall not exceed 120 calendar days unless otherwise approved.
The NAICS code for this project is 336611, ship building and repairing, with a small business size standard of 1,300 employees.
