The Food and Drug Administration is issuing a Request for Proposal (RFP) for assistance in inspecting retail establishments that sell cigarettes and/or smokeless tobacco products and in surveillance of other entities that fall under the scope of the Tobacco Control Act and the provisions to be cited in the solicitation. This notice is issued to formally request proposals from “ONLY” 8 US States (CA, IL, MI, MN, NJ, PA, WA, and WI) and the territories of American Samoa and Northern Mariana Islands. The proposed contract action is for services for which the Government intends to solicit and negotiate with cited states and territories that can conduct tobacco compliance check inspection according to the RFP attached to this notice. All interested parties must be an agency or subdivision of a state, territory, or local, government that has the power to create, enforce, or administer rules or policies that govern the conduct of individuals or other private entities such as small businesses. This requirement is solicited pursuant to the authority of 41 U.S.C. 3304(a)(5).
