PURPOSE
This notice is issued for market research purposes only. The purpose of this notice is to identify companies having an interest in and capability to provide messenger / courier services for the U.S. Despatch Agency (DA) in Miami.
Responses to this notice will be considered in selecting the acquisition strategy and to determine the appropriateness of setting aside this requirement for any one of the small business programs described in Federal Acquisition Regulation (FAR) Part 19.
Information contained in this notice is preliminary in nature and is subject to change. This notice is issued solely for information and planning purposes and does not constitute a Request for Proposals (RFP), Request for Quotations (RFQ), Invitation for Bids (IFB), or a commitment on the part of the government to conduct a solicitation in the future. All information provided is strictly voluntary. The Government will not reimburse contractors for the costs of responding to this notice or otherwise participating in market research activities. Further, the US Department of State offers no assurance that a solicitation will result from this notice.
Any information submitted will become the property of the Government and will not be returned. Proprietary information, if any, should be minimized and must be clearly marked.
BACKGROUND AND DESCRIPTION OF REQUIREMENTS
The U.S. Department of State intends to issue a Blanket Purchase Agreement (BPA) to provide messenger service to transport documents in the Miami, FL metropolitan area for the U.S. Despatch Agency (DA) in Miami, Florida.
The U.S. Despatch Agency, Miami, Florida requires messenger services for the pickup and delivery of documents originating from the Despatch Agency (DA), airlines, U.S. Customs, or other designated addresses from the DA. Services will be performed around the Miami International Airport, Miami Free Zone, and the Despatch Agency (Miami Lakes, FL 33016) areas. The BPA will establish regular pick-up schedules and on-call services.
The contractor must provide all personnel, supervision, transportation (vehicles), and labor necessary to perform pick-up and delivery of documents from and to the specified locations.
Contractor’s primary office and services center must be located within 20 miles of U.S. Despatch Miami (Miami Lakes, FL 33016).

RESPONSE
Companies interested in this opportunity should submit their capabilities, utilizing the Attachment B response template, to FernandezJM@state.gov no later than August 22, 2025 at 4:00 pm ET.
The Government will only consider responses submitted in the Attachment B format. The use of this format is required to facilitate the analysis of responses. Responses providing partial information may not be considered by the Government.

Individual feedback or evaluations will not be shared with respondents. The Government reverses the right to conduct one-on-one interviews with respondents. Depending on the number of responses received, one-on-one interviews may not be conducted with every respondent.
