The U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS), is issuing this sources sought announcement on behalf of the Office of Laboratory Operations and Applied Science (OLOAS), Office of Applied Microbiology and Technology (OAMT), to:
a) identify vendors capable of providing the equipment and service as detailed in this notice, and
b) vendors capable of providing a domestic product offering. Responses from small and other than small businesses are appreciated and accepted.

Background
The FDA requires a Triple Quadrupole (TQ) Absolute XR Mass Spectrophotometer to support the mission of the Human Foods Program (HFP), including produce safety and the emerging chemicals of concern program. This instrument will enable precise detection and quantification of emerging chemical contaminants, such as PFAS and toxic elements, in soil, produce, and agricultural water. It will also assist in evaluating the bioavailability and migration of these contaminants into food sources.
Objective
To acquire one (1) newly manufactured Triple Quad Absolute XR Mass Spectrophotometer with training, software, and standard warranty. The instrument will be used to support environmental and food safety research related to PFAS and other emerging chemical contaminants.
Scope of Requirement
The vendor shall provide a Triple Quad Absolute XR Mass Spectrophotometer that meets the following technical requirements:
- Less than 450 mm in width for small lab spaces
- Dual orthogonal geometry for efficient ion transmission
- Detachable ion source system allowing safe, leak-free switching
- Off-axis ion source for reproducibility with complex matrices
- Collision cell minimizing ion residence time
- Fast ionization switching between ESI and APCI in 20 ms
- Rapid MS to MS/MS switching in 3 ms
- Compatible with both GC and LC
- Quadrupole range up to m/z 2000 without sensitivity compromise
- Remote system monitoring and expert connectivity
- Optional UniSpray ion source for broader compound analysis
- Automated tuning and calibration
- Trending tools for inter/intra batch comparison
- T-Wave enabled for ion separation by size/shape
- One split flow turbomolecular pump and one backing pump
- Includes software for acquisition, analysis, and data interpretation
