The Defense Logistics Agency-Aberdeen, on behalf of the Army Integrated Logistics Supply Center (ILSC) intends to acquire Services to support the AN/ZPY-1A, STARLite ER system (NSN 5865-01-603-3028). The Original Equipment Manufacturer (OEM) is Northrop Gruman Systems Corporation (NGSC).
Requirements Description:
STARLite ER is a small, lightweight radar that is used on the General Atomics MQ-1C Gray Eagle. This notice is for the Test & Inspect (T&I) and repair of four (4) Electronic Assemblies (NSN 5841-01-603-3428, PN 247K760G01), a subassembly of the STARLite ER system.
These services are a recurring requirement of the Indefinite Delivery Indefinite Quantity (IDIQ) National Maintenance Contract (NMC). This will be the third task order of the base IDIQ contract. NGSC is the prior task order supplier, as they are the OEM and possess the Technical Data Package (TDP) needed to support these services. NGSC has also expressed no interest in selling said TDP to the government.
The government does not possess any technical data (drawings or specifications) for this system.

Requested Response Information:
We request that sources who can supply the listed parts or services to submit information to show their capability to supply the same or similar services listed above for the STARLite ER system. At a minimum the support information you submit should include, but is not limited to, the following types of documentation: Questionnaire, drawings, test results, information on previous Government and commercial contracts, data rights, etc..
In your response, please include your company name, CAGE code, and a technical point of contract with email address and telephone number.

The Government does not intend to award a contract on the basis of this SSA or reimburse any costs associated with the preparation of responses to this SSA. This Sources sought announcement (SSA) is for planning and market research purposes only and shall not be construed as a commitment by the Government. The information gathered from this announcement will be used to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business. Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and/or to assist in making acquisition strategy decisions in the future.
