SOURCES SOUGHT NOTICE This is a Sources Sought NOTICE (SSN) ONLY. The U.S. Government is conducting market research only to determine the availability of qualified sources capable of providing maintenance and repair services to ensure proper operation of Stryker Endoscopes at the Boise VA Medical Center. Potential Contractors are invited to provide a response via e-mail to Contract Specialist at tracy.heath@va.gov by 08/18/2025 15:00 (PT). Responses will be used to determine the appropriate strategy for a potential acquisition. Please clearly identify any information your company considers sensitive or proprietary. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quotation (RFQ), or a promise to issue an RFQ in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, or proposals at this time and will not accept unsolicited quotes in response to this sources sought synopsis. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ, if any is issued. BACKGROUND: The Biomedical Department does not have the necessary specialized tools and training to perform maintenance and repair of Styker Operating Room (OR) Endoscopy equipment. Qualified Service is required to maintain the devices to Manufacturer s specifications. The equipment is located at the Boise VA Medical Centers (BVAMC) OR Service. Please state if your FSS Schedule is under Group 66 III Cat 605-2A________ 2) Please submit a brief capability statement (maximum three pages) with enough information to demonstrate to the Veterans Affairs that you have the enough resources, personnel, and experience to perform on-site preventative maintenance and repair services as required in the attached Draft Statement of Work. **Draft Statement of Work STATEMENT OF WORK (SOW) Stryker Pro-Care Maintenance Background. The Biomedical Department does not have the necessary specialized tools and training to perform maintenance and repair of Styker Operating Room (OR) Endoscopy equipment. Qualified Service is required to maintain the devices to Manufacturer s specifications. The equipment is located at the Boise VA Medical Centers (BVAMC) OR Service. Sensitive Patient Records will not be viewed because of this requirement. Access to the controlled area will be provided by POC, OR Staff, Police Service, or another designated and authorized BVAMC employee. Scope. Contractor to provide on-site preventative maintenance and repair services on the same day as required, included but not limited to all labor, certified service technicians, travel, living expenses, maintenance materials and service, and tools, and necessary parts to perform the required service in accordance with the manufacturer s service manuals for the equipment listed herein. This requirement is subject to inspection and verification by a government representative. An unlimited number of repairs of the Stryker Endoscopy Equipment, including labor and parts, regardless of fault, except as provided in subsection (b) below. Replacement equipment for the Stryker Endoscopy Equipment, if necessary. Stryker Endoscopy shall have sole discretion to determine whether the Stryker Endoscopy Equipment shall be repaired or replaced. Use of loaner equipment to replace the Stryker Endoscopy Equipment during repair, except where the item is handled through Stryker Endoscopy s repair / replace program; and Prioritized repairs over non-contracted customers, with no additional administration or approval process. Will provide proprietary software upgrades. Will provide a system image DVD, of the current version, to reimage disk drive prior to return for repair. Any hard drives removed from the system will remain VA property. 24-hour replacements and loaners Coverage for mandatory calibrations on insufflators Quality inspection on all repairs in accordance with FDA Quality System Regulations Free shipping to and from Boise VA Medical Center Components include but are not limited to technical support 7 days per week, 24 hours per day. Support and any work done must be warranted by Stryker. The support is for the equipment below: Performance Monitoring. Performance will be monitored by periodic inspections and observation of work. Work will be observed by the POC, or designee, during performance of scheduled maintenance service and inspections and/or during repair service. Equipment operators will be contacted to report on contractor performance when POC, or designee, is not available. Security Requirements. The C&A requirements do not apply, and a Security Accreditation Package is not required. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). No Government supplied Equipment or Information is required or anticipated. Other Pertinent Information or Special Considerations. a. Identification of Possible Follow-on Work. No Follow-on work is anticipated. b. Identification of Potential Conflicts of Interest (COI). No Known COI c. Identification of Non-Disclosure Requirements. Contractors will not have access to Sensitive or Proprietary Information. Any Patient Information that may have been observed during the course of the work must not be discussed, or shared, with anyone beyond the Service Staff or any person who does not have the need to know such information. d. Packaging, Packing and Shipping Instructions. N/A e. Inspection and Acceptance Criteria. POC, or designee, will verify that the unit is working within Manufacture s specifications after completion of service or repair. Risk Control. The Contractor shall obtain all necessary licenses and/or permits required to perform this work. The contractor shall take all precautions necessary to protect people and property from injury or damage during the performance of this contract. The contractor shall be responsible for any injury to any contractor representative, or others, as well as for any damage to personal or public property that occurs during the performance of this contract that is caused by the contractor s fault or negligence. If Patient Information may have been observed during the performance of work, the Contractor will not discuss any patient issues that may have been observed during the course of the work. Place of Performance. All services will be performed at Boise VA Medical Center (BVAMC) Operating Room (OR). Period of Performance. Base year 10/23/2025 10/22/2026, plus four option years. Delivery Schedule. Service Reports will be emailed or faxed to POC by the 5th workday after completion of the work.
