This announcement constitutes a Request for Information (RFI) to identify potential procurement sources for the integration of an updated Tactical Receive Segment (TRS) software suite that includes associated Embedded National Tactical Receiver (ENTR) firmware update into the E-2D. This effort is to meet a National Security Agency (NSA) mandated update of cryptographic keys used by the ENTR.
This effort includes, but is not limited to, performing non-recurring efforts to support the integration of an updated version of the TRS software to the E-2D Mission Computer (MC) and associated ENTR Firmware update capable of meeting mandated cryptographic modernization. For the FY26-FY27 contract, interested businesses shall demonstrate the capability to meet the Government’s required timeline to deliver the update and complete government developmental test by Q1FY27.
The E-2D program office plans to use these services and supplies to support E-2 aircraft from FY26-FY27. Additionally, the vendors will provide technical assistance during government testing of the product. Interested vendors must meet pre-qualification requirements in order to be eligible for consideration. This is NOT a Request for Proposal (RFP).
Vendors interested in responding to the RFI shall provide a one to two page overview statement addressing the following: 1) Brief statement of interest and capabilities; 2) Explain how respondent owns or can provide clear plan and schedule for purchase or license of data rights to modify and deliver E-2D MCD software that is proprietary. 3) Statement of capability to integrate updated GFE TRS software based on Red Hat Linux 8 into an OFP based on Red Hat Linux 7.9. 4) Capable of lab testing with a E-2D mission system representative bench at classified levels. 5) Respondent can meet schedule to deliver software ready for government test by the end of FY26. Responses are requested by 19 August 2025. Earliest possible response is encouraged. Responses will be reviewed, and additional information may be requested from individual vendors if desired by the Government.
This RFI does not constitute a commitment from the Government to issue a solicitation, make an award or awards, or be responsible for any monies expended by any interested party in support of the effort described above. The Government reserves the right to review and use the data submitted at its own discretion. Upon request, the Government will protect proprietary information from unwanted disclosure.
