PROJECT OVERVIEW
The U.S. Army Corps of Engineers, New Orleans District, seeks qualified vendors for a Blanket Purchase Agreement (BPA) to provide Professional Forestry Services/Timber Cruises for the Atchafalaya Basin Floodway System (ABFS) Project.
Contract Details:
- Initial term: One (1) year
- Renewal options: Four (4) additional one-year terms
- Maximum contract value: $1,000,000 over the life of the contract
- Products: Timber Cruise Reports
Project Location: Southeast Louisiana parishes within the New Orleans District boundary:
- Iberia Parish
- Iberville Parish
- Pointe Coupee Parish
- St. Landry Parish
- St. Martin Parish
- St. Mary Parish
SERVICES REQUIRED
Primary Deliverables
- Timber Cruise Reports (120 calendar days)
Note: Schedule applies to call orders involving no more than 5 ownerships. Durations may be negotiable.
Scope of Work
Timber Cruise Requirements:
- Perform timber cruise over adequate percentage of operable and merchantable timbered areas
- Follow Louisiana Forestry industry standards
- Report current market value of existing timber by Tract ID and ownership
- Work from plat maps/legal descriptions of land tracts provided by USACE
Timber Classification:
- Sawtimber: Identify by species with unit values ($/MBF)
- Pulpwood: Identify in tons (cords × conversion factor) with unit value
Required Data Points:
- Total tract acres and ownership information
- Date of timber cruise
- Timbered acres, cruised acres, high tree land acres, low tree land acres, and inoperable acres
- Number of acres cruised and plots taken
- Total timber volume and per-acre volumes
- Sawtimber and pulpwood percentages
- Value of non-removable timber due to proposed easement acquisition
Report Requirements:
- Single comprehensive report covering of required tract
- Discussion of timber market conditions
- Analysis of hauling and logging conditions
- Methodology for volume and value calculations
- Supporting documentation, maps, and exhibits
SPECIAL CONSIDERATIONS
Ground Conditions
- Some tracts include wet/swampy conditions unsuitable for economically viable logging
- Identify inoperable areas due to ground or other conditions

Intended Use: Inform government real property appraisers of:
- Existing timber value on required easement tract
- Diminution in timber value due to proposed Government easement acquisition

BLANKET PURCHASE AGREEMENT PROCESS
A BPA is a simplified method for filling repetitive needs by establishing "charge accounts" with qualified suppliers. Key points:
- No guarantee: BPA award does not guarantee work orders
- Competitive selection: Government compares all BPA holders for best value
- Requirements-based: Orders issued as needs arise
QUALIFICATION REQUIREMENTS
- Must be registered in System for Award Management (SAM.gov)
- Must demonstrate experience in professional forestry timber cruise services
- Must be capable of meeting Government schedules and standards
