This is a non-personal services contract to provide construction services at Oahe Dam. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor, who in turn is responsible to the Government.
The contractor shall provide all personnel, equipment, tools, vehicles, supervision, and other items necessary to repair Oahe Spillway Apron Slab in accordance with the project drawings and specifications. The contractor shall provide and install a two new overflow check valves in the spillway gallery and repaint the connection pipe.
The apron slab relies on a functioning frost blanket drainage system and seals which have been compromised. The apron slab and inclined blocks upstream of the cutoff have rebound upwards of 2.5 feet following construction; differential movement has likely caused the subdrains to shear. Other items requiring attention include several loose/displaced seals as well as apron slab cracking, spalling, and delamination.
