NOAA – National Marine Fisheries Service – AFSC – SequalPrep Normalization Plates or Equivalent
This is a Sources Sought Notice in preparation for an upcoming procurement, the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center (AFSC) is conducting market research to determine potential sources for brand name or equal to SequalPrep Normalization Plates for use in Fisheries research.
The North American Industrial Classification System (NAICS) code is 334516 – Laboratory Analytical Instruments (except Optical) Manufacturing. The small-business size standard for this NAICS code is 1,000 employees.

Standard brochures will not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following:

Capabilities: Demonstrate how your firm has the products and capabilities to meet all requirements in the statement of need. Also needed is the Place of Origin or Country of Manufacture for your products.

STATEMENT OF NEED
SequalPrep A1051001 DNA PCR Normalization Plates or equivalent
PURPOSE: Research supporting stock assessment surveys to assist fisheries managers with population management and dynamic closure areas decision-making.
BACKGROUND: NMFS engages in research projects which are designed to target critical ecological factors which affect marine organism survivability, lifespan, and behaviors. The research will determine age, development, and growth factors in marine organisms under a variety of environmental conditions.
SCOPE: The Contractor shall furnish and deliver the DNA PCR sequence normalization plates listed in Statement of Need. Delivery needs to be made no later than 31-December-2025 to the NMFS Research Facility in Juneau, Alaska.
TECHNICAL SPECIFICATIONS/SALIENT CHARACTERISTICS: The Contractor shall furnish and deliver up to twenty (20) DNA PCR normalization 10-count plate kits or equivalent that includes & meets the following specifications/salient characteristics:
- Normalize concentrations of PCR Amplicons in a high-throughput manner
- Plates must have a solid phase with limited binding capacity – each well must yield around 25 ng of amplicon after washing
- Plates must be capable of producing consistent DNA concentrations
- Plates must be compatible with automated liquid handling workstations
