This is a Sources Sought Notice only and is not a solicitation.
1. Purpose
The Government is seeking capability statements and product information, including Safety Data Sheets (SDS), from potential sources that can provide rubber removal chemical solutions suitable for use on airfield pavements, both concrete and asphalt, for the purpose of removing tire rubber buildup from aircraft landings.
No service is being requested. The Government is only looking at purchasing the chemicals which will be applied by the heavy equipment shop.
- The Government’s current application process includes:
- Applying the chemical to the area
- Agitate with a broom and water
- Rinse with water onto the edge of the runway
This notice is issued solely for market research and planning purposes to identify capable and interested sources and does not obligate the Government to issue a solicitation.
2. Background
Altus Air Force Base, located in Altus, Oklahoma, is seeking to identify qualified vendors capable of supplying an effective rubber removal chemical product. Chemicals cannot damage pavement surfaces, joint seals or striping. The chemicals must meet EPA and DOT safety standards, as well as be environmentally safe. The objective is to determine which commercial products are available that meet this need and to review the composition and safety characteristics of such products.
Currently, Altus AFB uses:
- AVION 50 NEXGEN RUBBER REMOVAL CHEMICAL
- NSN 6850-01-505-3106
- Purchased via 275 GALLON TOTES
Altus AFB does not have a storage system for the chemical. Delivery preference is sending the totes by ground carrier.
3. Submission Requirements
Interested parties are invited to submit the following information:
- Company name, address, CAGE code, and point of contact.
- Socioeconomic status (e.g., small business, 8(a), SDVOSB, etc.).
- Product description(s), including application method, dilution ratios, dwell times, and estimated coverage area.
- Delivery terms
- Safety Data Sheet (SDS) for each chemical or solution offered for rubber removal. All chemicals are required to be included on the SDS. Failure to include all chemicals will result in the information not forwarded to the appropriate approval authority.
- Summary of previous experience with airfield rubber removal (if applicable), including government or commercial clients.
- GSA schedule or other contract vehicles, if applicable.
Please do not submit pricing at this time.
4. Submission Deadline
All responses shall be submitted electronically via email to kelsey.brightbill@us.af.mil and lauren.coleman.4@us.af.mil no later than 22 AUGUST 2025 at 1:00p, CST. Responses should be in PDF or Microsoft Word format. SDSs may be attached separately or included within the document.
