AMENDMENT 3 TO THE SOLICITATION FOR JANITORIAL SERVICES AT THE RAPID CITY AIR TRAFFIC
CONTROL TOWER (ATCT), RAPID CITY, SD
THE PURPOSE OF AMENDMENT THREE IS TO:
1. ADD THE SITE VISIT LIST
2. GIVE ANSWERS TO THE QUESTIONS
NO OTHER CHANGES TO THE TERMS AND CONDITIONS OF THE SOLICITATION.
Amendment 0002 - The purpose of this Amendment is to replace the Frequency Chart dated 05/07/2025 with the updated Frequency Chart Dated 07-23-2025. The frequencies under the column for "CLEAN/STRIP/WAX/BUFF" were updated. No other changes to the Terms and Conditions of the Solicitation.
Amendment 0001 - The purpose of this Amendment is to add the Site Visit information. NOTE: The Site Visit is next week. See attached Clause SA30. No other changes to the Terms and Conditions of the Solicitation.
SA30 SITE VISIT
There is an optional site visit on Tuesdsay, July 29, 2025 at 9:00 am MT.
a. Meeting point.
Guard Shack of the National Guard, Rapid City SD, 4820 FAA Road, Rapid City, SD 57703.
b. The FAA facility escort has been instructed not to answer any questions about the project during the site visit,
please do not ask them any. All questions from the site visit must be submitted in writing according to the RFO's
instructions in Section B, Clause B005 Solicitation Questions (above). The FAA assumes no responsibility for any
conclusions or interpretations made by the contractor based on the information received by any means other than in
writing from the Contracting Officer. The FAA does not assume responsibility for any understanding reached or
representation made concerning conditions, which can affect the work, by any of its officers or agents before the
execution of this contract, unless that understanding or representation is expressly stated in the contract.
c. To attend the site visit, advance notice by karen.ctr.mcivor@faa.gov & jennifer.j.davis@faa.gov is required by
Monday, 7/28/2025, at 12:30pm MT to the FAA points of contact listed just below. You are required to provide
your company representative's name.

attendance on the day of the site visit. No other communications are allowed.

This Solicitation (SIR) is for Janitorial Services at the Rapid City, SD Air Traffic Control Tower (ATCT) / Base Building (BB) to be completed as required in the Statement of Work (SOW) that is located as attachment J-1 of the attached Solicitation (SIR) 697DCK-25-R-00341.
This acquisition is total small business set aside. The principal North American Industry Classification System (NAICS) code applicable to this effort is 561720 – Janitorial Services.
The resulting award will be a Firm-Fixed Price Contract.
The Site Visit date and time is TBD. Please email the names of those attending and the name of the company they are representing no later than TBD. Each company will be limited to two (2) total attendees. NOTE: MUST BRING A VALID DRIVERS LICENSE.
All responses must reference the solicitation number (697DCK-25-R-00341) and be submitted to the following email address: jennifer.j.davis@faa.gov and karen.ctr.mcivor@faa.gov.
Questions or comments pertaining to this SIR must be submitted in written form via email to jennifer.j.davis@faa.gov and karen.ctr.mcivor@faa.gov no later than 5:00 pm Mountain Time on Wednesday, August 6, 2025. Questions and responses that clarify the SIR may be provided to all Offerors; if this information is provided to all Offerors, the source of the questions will not be identified. Responses to all questions and any necessary amendments made to the SIR will be made by 5:00 pm Mountain Time on Monday, August 11, 2025.
Contractors must be registered with the System for Award Management, www.sam.gov, on the date established for receipt of offers (August 21, 2025). Reference AMS Clause 3.3.1-33, paragraph (d), “if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror.”
All submissions must be received no later than Thursday, August 21, 2025 by 5:00pm Mountain Time. Offerors assume full responsibility of ensuring that proposals are received at the place and by the date and time specified above. Late submittal of proposals will not be accepted.
The Government will not be liable for costs associated with the preparation and submittal of inquires or responses to this announcement and will not reimburse any firm for costs incurred in responding to this SIR. Responses will not be returned.
