SLAC B053 Panofsky Auditorium Corrective Measures – Design
The SLAC National Accelerator Laboratory (SLAC) is operated by Stanford University as a contractor for the United States Department of Energy (DOE) Office of Science. SLAC supports a large national and international community of scientific users performing cutting-edge research in support of the DOE mission. The success of that mission is directly coupled to the general-purpose infrastructure necessary to conduct this research. The Panofsky Auditorium in B053 is a focal meeting location for the SLAC Laboratory and is currently unusable due to a history of water intrusion and damage to the area.
Minimum Qualifications
- The Offeror’s company has not been debarred within the past five (5) years from working on any U.S. government contracts/subcontracts.
- Neither the Offeror’s firm, nor any of its owners or officers have been convicted of a crime involving the awarding of the contract of a government (U.S. Federal, State, and City) construction project, or the bidding or performance of a government contract.
- Offeror must have an established local office for a minimum of 2 years in the San Francisco Bay Area. The San Francisco Bay Area is defined as the following 10 counties: Santa Clara, San Mateo, San Francisco, Alameda, Contra Costa, Marin, Napa, Sonoma, Solano, and Santa Cruz Counties
- The Offeror must list any U.S. projects within the past five (5) years that have been terminated for default. The Offeror’s company cannot have any U.S. projects within the past five (5) years that have been terminated for default.
- The Offeror must have previous experience working at Department of Energy (DOE) and/or Department of Defense (DOD) Facilities.
- The Offeror has applicable licenses to complete the Scope of Work
Scope
SLAC National Accelerator Laboratory (SLAC) seeks a qualified and experienced Architectural and Engineering (A/E) Design Firm to collaborate with the SLAC project team in preparing the 100% Construction Document for the two Design Options:
Design Package #1: Corrective Measures to the existing Auditorium
Design Package #2: A new flooring and drainage system for the Auditorium
Design firm to design both options out to 60% with initial cost estimates (ICE) and SLAC will then provide approval and direction to proceed out to 100% design with a single design. Initial Cost estimates can be performed according to the AACE system.
The A/E Subcontractor shall deliver high-quality design and engineering services that are in line with the SLAC standards (Attachment A), and governing codes.
CONTRACT/SPECIFIC QUALIFICATIONS
- Provide firm’s name, year of establishment, ownership type (private, public, etc). The firm must be at least 10 years in business.
- Provide firm’s local office location within in the 10 bay area counties (Santa Clara County, San Mateo County, San Francisco County, Alameda County, Contra Costa County, Marin County, Napa County, Sonoma County, Solano County or Santa Cruz County). Include the local office address, main phone number and main email. Firm must have a local office located within the 10 bay area counties established for 3 years.
- Provide firms’ DUNS number. DUNS number must be location specific. Firm must have a DUNS number.
- Provide primary Point-Of-Contact name, title, phone number (direct and mobile), email address.
2.1 Project Description
Develop separate Design Packages for:
Design Package 1: Corrective Measures to the existing Auditorium Flooring and drainage system
- Add drainage to the existing floor slab
- Add 3 sump pumps around the auditorium
- Connect the SSD into the storm drain sump as specified in the plumbing drawings on the Roof.
Design Package 2: Remove existing flooring and provide new floor and drain system.
- Remove entire existing floor in B053 Auditorium
- Install new drainage system
- Install new water proofing membrane
- New floor
- New gravel layer
2.2 Survey and Review
a) Survey existing field conditions.
b) Review existing drawings
c) Modify existing As-Built drawings to reflect current conditions as necessary.
2.3 Design Development
a) The design document shall include drawings, engineering calculations, and specifications.
b) Include design for all applicable disciplines: Architectural, Structural, Mechanical, Plumbing, Civil, Electrical, Fire Protection, Fire Alarm, Controls, etc.
c) Conduct weekly meetings to report progress
d) See Section 4 for design milestones.
e) Coordinate new drawing numbers with SLAC.
f) Coordinate new signage with SLAC.
g) All submittals shall be electronic copies.
2.4 Permit and Construction Administration
a) Respond to SLAC's Building Inspection Office (BIO) project review comments.
b) Assume 10 weeks construction administration (answer RFIs and review submittals)
