The Transportation Security Administration seeks to lease the following space:
State: TX
City: Houston
Delineated Area: Within a twenty (20) minute drive to George Bush Intercontinental Airport in Houston, Texas (IAH) and as clearly defined in the RLP document.
Minimum Sq. Ft. (ABOA): 18,000
Maximum Sq. Ft. (ABOA): 20,000
This is a new requirement for space. The U.S. Government currently occupies office and related space in a building under lease off-airport/off-terminal in Houston, TX that is expiring July 31, 2026.
Offerors shall submit a full and responsive proposal in accordance with the solicitation package (RLP package inclusive of all required supplemental documents) by the solicitation closing at 4:00 p.m. CT on August 1, 2025.
A building tour may be scheduled to determine suitability prior to award.
Parking Spaces (Reserved): 22
Full Term: 240 Months (20 Years)
Firm Term: 60 Months (5 Years)
Agency Unique Requirements:
A. 10’ ceiling height.
B. Floor load of 50 lbs per sq. ft. to accommodate training functions (approximately 2,500 SQFT depending on design) and storage of safes.
C. Occupancy needed on/before August 1, 2026.
D. Contiguous Space: Space should be contiguous on one floor.
E. Rooftop Access: Requested for vertical antennas (UHF/VHF), satellite dishes, and HD antennas.
F. Docking Ramp: Capability for heavy or palletized equipment, with the ability to move such equipment within the facility.
G. Mechanical Systems: 24/7 HVAC is required for the LAN room (typically 150 sf); separately zoned mechanical systems for 24/7 HVAC support are necessary.
H. Facility Access: The facility must provide 24/7 access to the building and parking structure.
I. Emergency Generator: Building must provide emergency generator to power all critical building safety functions and TSA electronic security components.
J. Secure Parking – With Privacy Screen (TSA will provide post award full Physical Security requirements to awardee)
(If applicable) The Government intends to award a Lease to an Offeror of a Building that is in compliance with Seismic Standards. Section 2.03 of the Request for Lease Proposals (RLP) outlines compliance activities required for all leases in moderate or high seismic zones. Lease award will be made to the lowest price, technically acceptable offer based upon the requirements in this advertisement and in the RLP requirements package however, the Government reserves the right to enter into negotiations with Offerors as appropriate.
Entities are advised to familiarize themselves with the telecommunications prohibitions outlined under Section 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by the Federal Acquisition Regulation (FAR).
The offered space must comply with the requirements in this advertisement and the RLP and must meet Federal Government, State, and Local jurisdiction requirements, including requirements for fire and life safety, security, accessibility, seismic, energy, and sustainability standards in accordance with the terms of the Lease.
TSA will NOT reimburse any offeror for any costs associated with or incurred as a result of their response to this notice.
