Specifications include, but are not limited to: The ITD working with the Department of Human Services (DHS), through its current contract for services with CedarBridge Group, seeks assistance to update North Dakota’s SMHP, including the I-APD, per the specifications outlined by the Centers for Medicare and Medicaid Services (CMS) under 42 CFR 495 and the provisions in Section 4201 of the American Recovery and Reinvestment Act of 2009 (ARRA). The goal of this work is to create a strategic vision that will guide the State as it moves from the current “As-Is” HIT Landscape to the desired “To-Be” HIT Landscape. The SMHP shall include a comprehensive HIT Road Map and will provide a strategic plan for the next five (5) years. This will require a deep dive into the ND Medicaid program in order to update the major sections of the SMHP: Current As-Is and To-Be Landscape Assessment, Vision of the State’s HIT future, and a HIT/HIE roadmap. The overall Scope of Work (SOW) for this engagement encompasses the comprehensive updates to the previously approved SMHP, including the Medicaid Electronic Health Record Incentive Program plan, and the associated Implementation Advance Planning Document, including the HIE components.
