Question: We use an ELISA test method for the testing, but the SOW requires tandem ICP-MS. Can we use the ELISA method instead?
Answer: We need LCMS for this SOW. The ELISA method will not meet our science and data needs.

REQUEST FOR QUOTE
INTRODUCTION
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-04, effective June 11, 2025.
This acquisition is set-aside for small business.
This opportunity is subject to the Service Contract Labor Standards statute.
DESCRIPTION
The US Geological Survey, California Water Science Center, requires cyanotoxin analysis as described in the attached Statement of Work. The USGS requires a base year four option years.
RELEVANT INFORMATION
All services will be performed at the contractor's facility.
The North American Industry Classification System (NAICS) code 541380, Testing Laboratories and Services, and associated size standard $19.0 million applies to this announcement, along with Product Service Code B504, Special Studies / Analysis - Chemical / Biological.
This service is subject to the Service Contract Labor Standards Wage Determination TBD.
SUBMISSION OF QUOTES
Quotes shall only be accepted through electronic mail addressed to the Contract Specialist at eadam@usgs.gov. All quote documents required by this solicitation must be uploaded and received in their entirety no later than Monday, June 30, 2025, at 12:00pm ET. Quotes submitted by hardcopy or any web portal shall not be accepted or considered.
Offerors are to include a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation as seen in the Evaluation Factors (see Attachment). This may include product literature, references, or other documents, if necessary.
