1. The Library of Congress, Contracts and Grants Directorate, is issuing this Sources Sought Synopsis (SSS)/Request for Information (RFI) to determine vendor capabilities to deliver a fundraising solution and support services suitable for the complete activity cycle from donor cultivation to solicitation to the ultimate processing and deposit of gift transactions as required by the federal rules and policies. 2. This SSS/RFI is for market research purposes to determine if responsible sources exist to assist in determining if future efforts can be solicited on a competitive basis via SAM. This SSS/RFI is not to be construed as a commitment by the Government to issue a solicitation or award a contract.
3. PLEASE NOTE: No reimbursement will be made for any costs associated with providing information in response to this request or any follow-up information requests. THIS IS NOT A SOLICITATION FOR PROPOSALS OR QUOTATIONS AND NO CONTRACT WILL BE AWARDED FROM THIS SSS/RFI.
4. Interested businesses who consider themselves qualified to perform the services should submit a response to this SSS/RFI via email to the Contract Specialist, Carrie Fairbanks, at cfairbanks@loc.gov AND the Contracting Officer, Tiffany Lucas, at tluc@loc.gov by 5:00PM EST on Monday June 16, 2025.
5. Please respond to both POC emails identified above with the following information:
a. Corporate Information:

b. RFI Response Volume: A document, in Acrobat PDF or Microsoft Word format, addressing the Areas of Inquiry (Approach, Lifecycle, and Federal Clients) listed in attachment 2025-LBN-0081 Constituent Mgmnt – Online Fundraising Draft in Sections C.2.1, C.2.4, and C.2.5 respectively. The document must be in 8½ x 11-inch format, in a minimum 11 pt font, with 1-inch margins, and easily readable or printable by the government. This volume is subject to the 15-page limit.
c. Capability Matrix: A completed response to the requirements matrix, using the guidance listed in Section C.2.2. Responses to the requirements matrix do not count toward the 15-page limit.
d. Cost Estimates: A completed response to the cost estimate template, using the guidance listed in Section C.2.4. Responses to the cost matrix do not count toward the 20-page limit.
e. Relevant Marketing Materials (Optional): Responders may include relevant marketing materials, such as system walkthroughs and screen captures, if those materials would enhance the Government’s understanding of their solution’s capabilities, technology, or costs. Marketing materials do not count toward the 20-page limit.
6. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a contract.
7. The Government reserves the right to contact the submitting parties as needed, for further clarification on material provided. In addition, the Government will use its assessment of the information and other research to determine which sources appear qualified to perform the work required by the Government. Respondents will not be notified of the assessment results.

The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, if a pre-solicitation synopsis and solicitation will be published via SAM, responses to this notice will not be considered adequate responses to a solicitation. Not responding to this SSS/RFI does not preclude participation in any future RFP / RFQ, if any is issued.
