The United States Coast Guard (USCG) Surface Forces Logistics Center (SFLC) is seeking responses from industry to determine capability and interest in performing the Fiscal Year 2026 (FY26) for the Icebreaker Coast Guard Cutter (CGC) HEALY Dry-Dock Availability. The USCG is interested in determining overall vendor interest, availability, and capability to perform this work at their facility. NAICS Code for this requirement: 336611 – Ship Building and Repairing FSC Code for this requirement: J999 – Non-Nuclear Ship Repair (West) Size Standard: 1,300 Employees.
To maintain the operational readiness posture required to meet agency operational planning requirements, the USCG has determined that through the end of FY 2030, dry dock execution on the Continental West Coast of the United States is a necessary military consideration and an agency requirement. The awarded contract will result in one (1) Requirements contract with Firm-Fixed Priced Task Orders covering an ordering period of Dec2025/Jan2026 to Aug/Sept 2026. The first task order period of performance is anticipated to start in January 2026 and is anticipated to be awarded within a few days of Requirements contract award. The estimated lead time prior to industrial start is between 30 and 45 days.
The anticipated Request for Proposal (RFP) release date for the CGC HEALY DD Availability is on or around September 2025. Planned availability and RFP dates are subject to change.
In addition, no cost or pricing data is required in the vendor’s response to this Sources Sought Notice. All responsible sources may submit a capability statement, which will be considered by the agency; see Attachment 1; HEALY DD FY26 Sources Sought Questionnaire Rev 1.
Background Information:
The CGC HEALY is homeported in Seattle, WA at 1519 Alaskan Way S., Seattle, WA 98134. The CGC HEALY, the Coast Guard's largest vessel, is 420 feet long, 82 feet wide, drafts 31 feet (at full load), and weighs 16,660 long tons (at full load).
Note that it is excepted that during performance of the dockside there will be a significant amount of work that will be done on the Science Winch Control Systems, Cycloconverters, and the Main Diesel Engines by the Original Equipment Manufacturer (OEM), GE Power, Power Conversion, that may require laydown area on the pier, as well as regular coordination with the Coast Guard and the OEM to avoid overlap in work and other issues that may arise.
