1. Introduction
(U) The U.S. Army Combat Capabilities Development Command (DEVCOM) is seeking potential solutions from qualified companies to provide a comprehensive market scan system. The purpose of this system would be to identify and assess investment trends in various technological areas relevant to Army Science and Technology (S&T). To ensure that DEVCOM investments are aligned with market trends and emerging technologies, we require a reliable, verifiable, and repeatable method to assess market investments across multiple technological areas, including but not limited to command and control systems, counter Unmanned Aerial Systems (UAS), and autonomous systems. The market scan system should be able to assess information from industry, academia, international partners, and other U.S. government agencies. Market scans from the system can include but are not limited to an analysis of total dollar investment, instances of commercial application that could transfer to the Army and relevant patents and publications.
2. Submission Requirements
(U) Submissions are requested as quickly as possible (preferably by 5/27). However, this notice will be open for two weeks for responses to be submitted.
Responses to this Sources Sought Notice shall include the following
a. Capabilities statement to include current or recent (3 years) contracts utilizing an already developed system such as the one required. Alternatively, the responses could include modifications to existing systems to fulfill the needs stated above. Please specifically mention any work with Army R&D organizations and limit your response to five (5) pages.
b. Business Size and any socioeconomic subcategories of the firm, CAGE code or Army Unique Identifier shall be included.
d. Rough order of Magnitude for a full system for ownership by DEVCOM or yearly access to a system via licensing agreement.
