DESCRIPTION: The 17th Contracting Squadron at Goodfellow AFB, TX, is issuing a solicitation for EMCS Mainframe Upgrade at B3519 Civil Engineering Administration. The project consists of the Contractor upgrading the Emergency Management Control System mainframe with hardware, software, and installation. The Statement of Work is attached, please review carefully and completely. Period of Performance (PoP)/delivery period is one hundred eighty (180) days from date of award.
*This is a brand name acquisition for Niagara Supervisor 4 software; see Attachment 3 for J&A. Niagara is a critical piece of equipment standardization that supports Goodfellow AFB.
TYPE OF CONTRACT AND NAICS: This RFQ will be for one (1) Firm-Fixed-Price (FFP) contract and will be made to the responsible Offeror whose quote conforms to the solicitation requirements and is the most advantageous to the Government. The North American Industry Classification System (NAICS) code for this project is 238220 – Plumbing, Heating, and Air-Conditioning Contractors, and the small business size standard is no greater than $19 Million.
TYPE OF SET-ASIDE: This acquisition is a 100% Small Business set-aside.
DISCUSSIONS: The Government intends to make award without discussions. However, the Government reserves the right to hold discussions if it is in the Government's best interest to do so. Failure to comply with any of requested requirements in this Instruction to Quoters or any provisions will constitute sufficient cause to justify rejection of a quote.
REGISTRATIONS: Offerors shall have and shall maintain an active registration in the System for Award Management (SAM) database at http://www.sam.gov to be eligible for a Government contract award. If, at the time of award, an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. It is the Contractor's responsibility to monitor the SAM.gov website for information, updates, and amendments regarding the solicitation.
QUESTIONS & ANSWERS (Q&A): Submit questions to Martin Zapata at martin.zapata@us.af.mil and Armon Brown at armon.brown.2@us.af.mil.2 no later than 3:00 PM CST on 23 May 2025
The quote shall include the following:
- Quote and attachments are not to exceed ten (10) pages in length. All subsequent pages will not be considered.
A Cover Letter that provides the following information:
- Company legal name, with Unique Entity ID (UEI)
- RFQ number
- Small Business Status/Categories as appropriate
- Company point of contact, with email and phone number
- CAGE Code
- A statement that your company understands the requirements specified in the statement of work and will meet the performance standards and requirements therein.
- A statement that your company does or does not take exception to any of the Government’s requirements, or any terms/conditions of the resulting contract.
- A written acknowledgement of any and all amendments and associated changes to the RFQ.
BASIS FOR AWARD: Award will be made to the responsible and responsive offeror whose offer represents the lowest total evaluated price and fully complies with all requirements of the solicitation, including the salient characteristics and the statement of work.
